Origin and history

The Town Hall of Aire-sur-la-Lys, built between 1716 and 1721, replaces an older building considered unworthy of the city after its permanent attachment to France by the Treaty of Utrecht in 1713. The project, authorized by Louis XIV in 1715, was entrusted to the architect Heroguel, also active in Arras. The building, of classic sober style, is organized around a monumental facade decorated with pilasters, a pediment carved with the city's weapons, and an interior staircase leading to the festive hall, an old public hall. The belfry, completed in 1724, culminates at 58 meters and perpetuates a communal tradition dating back to the 12th century, symbolizing both municipal power and watch function.

The building is part of a period of reconstruction for Aire-sur-la-Lys, devastated by the repeated 17th and 18th century sieges, including those of 1641, 1676 and 1710. The new city hall, with its belfry, embodies the renaissance of the city under French authority, also marking the decline of its military role in favour of an administrative and commercial vocation. Ranked a historic monument in 1947, the building still houses municipal institutions, while its belfry, restored after the damage of the two world wars, is listed as a UNESCO World Heritage Site in 2005 for its outstanding testimony on the civil architecture of the former Flanders.

The belfry, separated from the city hall but aligned with the axis of the Hallettes Pass, retains a medieval structure adapted to modern needs. Its seven floors, surmounted by a bell tower with a carillon, served in turn as a prison, a reserve for archives and a surveillance post. The fires of 1872 and 1914 damaged its structure, requiring successive restorations. Today, there is still a strong identity symbol for the Airois, associated with local festivals such as the "jet de l'andouille", a secular tradition celebrated from the windows of the neighbouring bailiage.

The town hall and its belfry integrate into a coherent architectural complex on the Grand Place, surrounded by bourgeois houses of the seventeenth and eighteenth centuries. Their preservation has been part of an active heritage policy since the 1990s, with campaigns to ravage the facades and highlight the historic centre. The passage of the Hallettes, under the right wing of the town hall, connects the square to the street of Saint-Omer and houses since 1891 the municipal library, rich of old holdings and communal archives dating back to the 16th century.

The site also reflects the urban transformations of Aire-sur-la-Lys, liberated from its fortifications in 1893. The dismantling of the ramparts allowed the city to extend east and south, while preserving this historic heart. The city hall, with its wedding hall located in the old graft and its festive hall, remains the central place for civil ceremonies and cultural events, such as the Lys or Notre-Dame Panetière celebrations, perpetuating a strong link between heritage and local life.
