Origin and history

The citadel Saint-Elme de Villefranche-sur-Mer is part of a vast defensive system including the Fort du Mont Alban, the Saint-Hospice Tower and the Beaulieu-sur-Mer battery. This system, conceived in the 16th century, was designed to protect the Royal Port of the Dock, the strategic heart of the Savoy States after the Italian wars. Its innovative architecture, adapted to modern artillery, makes it one of the first examples of strong fortification in Europe, inspired later by Vauban and the knights of Malta.

The construction, initiated around 1550 under the impulse of Duke Emmanuel-Philibert de Savoie, was accelerated after his victory at Saint-Quentin (1557) and the Treaty of Cateau-Cambrésis (1559). Two key figures led the project: André Provana de Leyni, who financed the project with ECU 50,000 and cannons taken from the French, and Benedetto Ala, a collaborator engineer with Gian Maria Olgiati, chief architect. The site, built on a rocky eminence, includes four strongholds with mumps and casemates, typical of the fortresses of the Italian Renaissance.

Despite its role of deterrence, the citadel repeatedly capitulated (1691, 1744, 1747, 1792) against the French armies, revealing the limits of its defensive system designed for maritime attacks. After the French annexation of 1792, it served as a barracks before being abandoned in the 20th century. Saved by the city in 1965 and classified as a historical monument in 1968, it was restored from 1979 onwards to accommodate cultural activities, including a museum, a green theatre and the city hall.

Today, the citadel of Saint Elme symbolizes both the military ingenuity of the Renaissance and the geopolitical stakes of the Savoy states. Its archaeological remains, bastions and scauguettes bear witness to its strategic past. Since 2019, an extensive restoration programme, supported by the State and the Heritage Foundation, aims to preserve this jewel of Azurean heritage for future generations.
