Origin and history

The Hôtel du département de Seine-Maritime, located at Quai Jean-Moulin in Rouen, is originally conceived as a futuristic prefecture, nicknamed "the prefecture of the year 2000". His project is part of the Gréber (1943) plan, aimed at rebalancing the equipment between the right and left banks of the Seine after the war. Ported by prefect Jean Mairey (1946-1954), it symbolizes the administrative and urban modernization of Rouen, with an architecture inspired by Le Corbusier and Marcel Lods.

The construction, conducted between 1957 and 1965 by architects Henri Bahrmann, Raoul Leroy and Rodolphe Dussaux, includes a 28-storey archive tower. The whole, marked by clean lines and modern materials, reflects the ambition of efficient and centralised administration. Buildings A, B, C, D and the tower are listed as historical monuments in 2020, also protecting emblematic interior spaces such as the antiatomic shelter or conference rooms.

The building also illustrates a pivotal period in the history of the country, where post-Second World War reconstruction is accompanied by an innovative urban planning drive. The consolidation of departmental and state services on the left bank, which is less equipped, responds to a balanced territorial planning logic. Today, the site remains a symbol of the French functionalist architecture of the Thirty Glories, while sheltering essential public functions.

The archiving tower, the main element of the complex, is distinguished by its height and vertical structure, designed to optimize the storage of documents. Its classification in 2020 underscores the heritage value of this ensemble, where administrative heritage and architectural audacity combine. Protected indoor spaces, such as halls or stairs, reflect a deep reflection on the traffic and ergonomics of workplaces.

Finally, the project is part of a broader drive for urban renewal in Rouen, marked by collaboration between the state, the department and visionary planners. The hotel of the department thus embodies a double memory: that of an era of reconstruction and that of architectural modernity still visible today.
