Bouligney's town hall is an atypical public building built in the neo-classical style in the early 19th century. It is distinguished by its dual function: a covered washhouse, made between 1832 and 1834 according to the plans of the architect Pierre Mougenot, and a town hall added in 1840, still under its direction. This type of construction reflects the hygiene and administrative needs of the rural communes of the time.

The monument also incorporates notable decorative elements, such as a statuette cast of Napoleon installed on the fountain in 1840, replaced after 1871 by a clock accompanied by two automatons. These additions illustrate the political and technological developments of the period.
